It is leased to Belmont for their use. There was a giant uproar about Belmont trying to get exclusive rights to it and ultimately the public won, hence the fence being open. They do have the right to schedule events and control traffic on those days. But the rest of the time, it is open for any an all use. <br /><br />Be careful to not spread the word too loudly, lol....most people don't know about it and there is rarely at time where you will encounter more than one other runner. I think most people, particularly skeptics, identify the idea of God more with what James is calling moral experience--a struggle (usually fruitless) to be good because one *has* to. In this essay, James ends up defining the religious as "that which makes easy and felicitous what in any case is necessary."
